Setting, Evaluating, and Maintaining Certification Standards with the Rasch Model

Expert judgments about the ability of candidates were combined with expert judgments about the content of test items to arrive at a passing standardfor a test. This article describes how Rasch measurement can facilitate the use of the test content judgments in setting a standard. It also describes how Rasch measurement can then be used to evaluate and improve the precision of the standard and to hold it constant across time.
